Commissioners wrap up June 2 meeting



FALLON - The Board of Churchill County Commissioners held a regular meeting Thursday morning and took action on or discussed the following items:

• Ron Juliff updated the commission on his first 90 days as the Churchill County Emergency Management Coordinator and discussed his future plans, which includes increasing public awareness and improving communication procedures for large-scale emergencies.

• Approval of agreement between Carson Water Subconservancy District and Churchill County for reimbursement of $50,000 to assist with a Flood Risk Assessment Study.

• Churchill County Plan-ning Department Associate Planner, Terri Pereira, said the study involves collecting elevation data for Lahontan Valley, so Churchill County can have predictions of water movement in a flood.

• Approval to submit a revised application to Community Development Block Grant for the Oasis Mobile Home Park Water/Sewer Construction Project.

• Shannon Ernst, Churchill County Social Services director, said she had to revise the application because the project was originally intended for multiple locations along U.S. Highway 50, but only the mobile home park met the updated arsenic level requirements.

• Approval of Churchill County Social Services program and grant funding update and request for funding matching.

• Ernst presented a summary of Social Services' programs, which showed an increase in participants in Project Food and an increase of 606 family applicants for emergency services.

Ernst provided a review of the new Community Services Block Grant Employment Stimulus Program, which will provide specialized and general training for adults and youth throughout the community.

Ernst said the program focuses on citizens capable of filling geothermal positions and youth who are not considered “at-risk.”

Old Business A — Approval of amendment to the agreement between Churchill County and Armstrong Teasdale, LLP related to the Yucca Mountain project.

Old Business B — Approval of resolution providing for the certification of the combined tax rate for the levy of taxes beginning July 1, 2009, and designating the number of cents of each $100 of property levy for each fund within the provisions of Nevada Revised Statutes 361.460.

New Business D — Approval of request of the presence of the Attorney General in the Nevada Department of Investigation's Case No. 08-002050, Churchill County Sheriff's Office Case No. 007729-2008, and Fallon Police Department Case No. 09-03695.

New Business E — Approval of a full-time Public Guardian contract to Linda Bridges.

Public Guardians aid wards deemed incapacitated by a court. County Manager, Brad Goetsch, said he expects an average of one to two cases a year and a maximum of four to five.

• Pursuant to N.R.S. 211.020 — After the meeting, the commissioners conducted a Quarterly Jail Inspection of the Churchill County Jail to look into the security and treatment and condition of prisoners.
