Dahl, Richardson take the oath

Outgoing Councilman John Tewell thanked Mayor Ken Tedford Jr. for the time they served together at the city. Tewell and Willis Swan each served 16 years as councilmen and reached their term limits. FALLON — The face of the Fallon City Council will look decidedly younger at this week's council meeting.

Judge David Huff swore Rachel Dahl and James Richardson into office Thursday as council members at a ceremony at the City Hall Courtyard.

Both Dahl and Richardson are 1987 graduates of Churchill County High School and are half the age of the men they are replacing.

Mayor Ken Tedford Jr. honored outgoing councilmen John Tewell, 80, and Willis Swan, 77, at the start of the ceremony. Each man served 16 years on the city council and reached his term limit.

“They sought nothing more than to serve the public. This is the end of an era at the city.” Tedford said. “The city of Fallon has always had a council made of strong, compassionate and fair minded people.”

Both Swan and Tewell offered their appreciation and reflected on their time as council members.

“I don't know how 16 years went by so quickly,” Swan said, adding that in his term the city has gained two new parks, an arsenic water treatment plant and waste water treatment plant, two Wal-Marts and a downtown renovation.

Swan said he enjoyed participating in meetings when the new national arsenic standard for drinking water was set and watching the city's arsenic water treatment plant become a reality. He was once president of the Nevada League of Cities, chairman of the Western Municipalities Conference and served on the boards of the Churchill Economic Development Authority and the Lahontan Valley Environmental Alliance.

Tewell recognized and thanked his family at the ceremony, including his 104-year-old mother. He said one his greatest privileges was serving on the volunteer fire department's board, and Tewell proudly displayed his fire badge.

“The fire department made me an honorary fireman at last night's meeting,” Tewell said with a smile on his face. “Sixteen years. It's been a great ride, it's been a lot of fun.”

Tewell was a councilman in Elko and a planning commissioner in Elko County before he moved to Fallon 19 years ago. In total, he has served 24 years as a councilman in Nevada. He was also the chair of the Fallon Convention and Tourism Authority and served on the fire department board.

Tedford presented the outgoing councilmen with engraved mantle clocks with bouquets for their wives.

Dahl provided a moment of levity as she was repeating the oath of office administered by Huff.

“I, state your name here, do solemnly swear,” Dahl joked, adding she had always wanted to do that.

“I hope we can do justice to the job Willis and John have done,” Dahl said after taking the oath.

Richardson said he was excited to begin his journey in city government and thanked his family and friends for their support.

After the ceremony, several dozen attendees enjoyed the catered luncheon under a tent adjacent to City Hall.

Dahl, a high school English teacher, and Richardson, a probation officer, will serve in their first council meeting on Tuesday at 7 p.m. at City Hall.
