County to raise water, sewer rates

Residents connected to county water and sewer services will see a rate increase in February.

County Manager Brad Goetsch told commissioners at their recent meeting that water and sewer rates have not been adjusted since the new county systems came on line in 2007.

The county agenda report stated that while the county’s water and sewer systems do not yet have a sufficient number of customers to support the operations, the county’s goal is to keep rates at the same levels they would be if all the planned developments were completely built.

Goetsch emphasized the county is not seeking to have the smaller pool of existing customers pay rates to support the services.

Inflation is driving the rate increase. During the past 18 months, energy costs have increased by 11 percent, chemical costs have increased by 5 percent and SPB service costs have increased 4 percent, according to the county report. SPB Utility Services Inc. from Reno operates the county’s sewage plant on Moody Lane.

The rate adjustment will keep the budget ratio at nearly the same level as it was previously, and the proposed rate increase does not cover the full inflation rate from September 2007 to February 2009.

Users of the county owned systems can expect annual rate adjustments at the end of each calendar year.

The monthly base rate charge for small residential customers will increase from $39 to $40.50 per month, plus a water use charge per month. The water use charge varies from $2 to $3 per 1,000 gallons of water used each month depending up the total amount used.

Large domestic customers will see an increase of $1.50 to $3 per month depending upon the size of the meter. Large multi-residential domestic customers will pay the monthly meter charge, an increased service charge of $29.50 per month per unit served, and a water use charge per month that is the same as a small domestic customers.

Small commercial and large commercial customers will also see a rate increase, and water connection fees for new water service will increase from $6,000 to $6,250 in 2009, and to $6,750 by 2011.

Sewer rates for single-family users will rise to $46.50 per month. Multiple-family units will also pay $46.50 per month per unit. Changes are also proposed for commercial and industrial sewer customers.

The Churchill County Commissioners scheduled a public hearing for the rate increases at regular meeting on Jan. 5, which begins at 8:15 a.m.
