County water system expected to go online in February



The Churchill County Commissioners received a water and wastewater project update presentation from Brown and Caldwell on Thursday, which is due to be up and running in February of 2007.

The presentation was conducted by Joel Bellin of Brown and Caldwell. Although the project is behind its original schedule it is progressing according to the new schedule.

"An expectation to be fully functional by February 2007 is realistic," said Bellin.

The delays have been in the way of waiting for funding and waiting for paperwork to be approved, said Bellin.

"We can expect to begin sending out bills around March," said Norm Frey, county commissioner.

The Sand Creek well was completed in December while the Sand Creek water tank is substantially complete, said Bellin.

The majority of lines for the water distribution system have been completed and tested. It is 85 percent complete.

"Remaining work includes 10-inch line extension along the Truckee-Carson Irrigation District (TCID) ditch, north of Highway 50, to serve commercial properties," according to the presentation.

Sand Creek operations site has received notice to proceed after gaining approval from the U.S. Department of Agriculture.

"The wastewater collection system is 70 percent complete," said Bellin. "Remaining work includes 12-inch-line extension along the TCID ditch, north of U.S. 50, to serve commercial properties."

The TCID board is meeting in the next week to approve two separate county encroachments along TCID easements for the project. The Pine Grove and Onda Verde lift station and other submittals are currently being reviewed.

The wastewater treatment plant is 45 percent complete. Equipment that has been purchased for the project has been delivered and is waiting to be installed.

The treatment tanks have been installed, the chlorine building is completed and the effluent pond has been constructed.

Approximately 85 percent of the submittals have been reviewed and approved. A temporary discharge permit has been issued from Nevada Division of Environmental Protection while the final permit application is being reviewed.

"The golf course effluent management plan remains to be completed," said Bellin.

The contractor for the water distribution system and the wastewater collection portion of the project is A&K Earthmovers. The contractor for the wastewater treatment plant and Sand Creek operation site is K.G. Walters.

"Effluent disposal site and pipeline design has been submitted to the county to be reviewed. These will be revised based on comments by the county and subdivision layout from Lumos," said Bellin.

"Final design to be submitted to A&K and K.G Walters for cost proposal," according to the presentation. "The best proposal will be incorporated into the contract as a change order."

"I think it's wonderful to see the county progressing," said Frey.

Approximately nine months from now there will be people hooked up and using the water service, he said. "We're ushering in a new era for the county."
